A welcome message is the automated first reply a business account sends when someone starts a new DM thread. It sets expectations, buys time before a human answers, and can qualify the enquiry before anyone reads it.
The common mistake is writing it as a greeting. 'Hi, thanks for reaching out, we'll get back to you soon' consumes the highest-attention moment in the conversation and returns nothing. The same message can instead ask the one question whose answer determines everything that follows.
Note what a welcome message cannot do: Instagram does not permit an automatic DM when someone follows you. Every product claiming auto-DM-on-follow is either using an unofficial method or describing something else. The compliant equivalent is a story or post that invites a reply, which then opens the thread legitimately.
